“Red Wing Oct. 2, 1862
Hon Ignatius Donnelly
Dear Sir-  We held our County orientation yesterday. We now desire to know how we can best get our ballots to the soldiers. I learn that you have made some arrangements to have the ballots forwarded. Any information you can give will aid us in the matter, as that now seems to be an important question
Very truly yours C.C. Webster”
